TRIFURCATION OF ANDHRA PRADESH IS THE BEST SOLUTION TO TELANGANA AGITATION

JAI ANDHRA

Shift focus from concentrated development to decentralised development

In my opinion the trifurcation of Andhra Pradesh is the only solution to Telangana agitation

My suggestion is that Andhra people should not oppose the formation of Telangana State. Formation of Telangana State means formation of Andhra State. If Andhra State is formed it will become number one state in India within five years because there is huge potential for development. My Suggestion is that Andhra Pradesh should be divided into three States for faster development.

1. Telangana

2. Andhra (capital at RAJAHAMUNDRY)

3. Greater Rayalaseema

My suggestion is that Andhra State should consist of  the 7 districts namely 1. Srikakulam, 2. Vizianagaram,  3. Visakha,  4. East Godavari,   5. West Godavari, 6.Krishna 7. Guntur.

ANDHRA

The Greater Rayalaseema  should comprise the  6 districts of 1. Anatapur, 2. Chittor, 3.Kurnool, 4. kadapa 5. Prakasam, 6. Nellore

GREATER RAYALASEEMA

GREATER RAYALASEEMA

If Greater Rayalaseema was to develop on par with Telangana and Andhra States it should have sea coast districts Nellore and Prakasam.  Dugarajapatnam in Nellore district has supposedly been selected for major port. With major port and many proposed thermal power stations at Nellore, this extremely neglected and backward region in the combined state will be on development track with industrial activity. Kadapa should be made the capital of Greater Rayalaseema.  An international air port should be constructed at Nellore. An IIT, a central university and a medical college along with 1000 bed super speciality hospital should also be established at Nellore.

My suggestion is that Andhra State should have its capital at Rajahamundry.  Rajahamundry is centrally and ideally located almost equidistant to all 7 districts. An international airport should be constructed at capital Rajahamundry which will cater needs to the entire population of the State. The 6 lane N H – 5 will limit the journey time within 3 to 4 hours from Visakha, Vijayawada, Guntur, Kakinada regions to Rajamundry. Now people do have to go to Hyderabad to catch international flights wasting a lot of money, time and energy.

We should shift focus from concentrated development to de-centralised development.

Had decentralised development taken place in Andhra Pradesh since its formation in 1956, there would not have be much resistance from people in Andhra region.  Lakhs of crores have been invested in and around Hyderabad and Rangareddy districts by State and Central governments and individual investors. Many industries, growth centres, central government institutions, universities, hospitals have come up in State capital. So the capital city has expanded many folds both horizontally and vertically.  With ever increasing population in state capital the government has been forced to spend major portion of its revenues on infrastructure activities like roads, drainage systems, flyovers, metro rail, hospitals and other metropolitan city requirements. This led to lopsided development in the State. There has been heavily concentrated development in two districts(capital) while 8 districts in Telangana, 4 districts in Rayalaseema and 5 districts in Andhra region remain extremely backward exactly as they were in 1956 when Andhra Pradesh formed.

At least from now on the focus should be shifted from concentrated development to decentralised development.

As said above Andhra Pradesh should be trifurcated into Andhara, Telangana and Greater Rayalaseema States.

The decentralised development for Andhra State

Decentralised development of Andhra

Decentralised development of Andhra

1 State capital and an international airport at Rajahmundry -The capital shall have assembly building, Secretariat building, Governor’s building, MLA quarters and multi storied buildings for all Government offices and corporations, Guest houses, seminar halls, and employees’ quarters.

2 High courts at Guntur

3 IIT at Vijayawada

4 Central University at Visakhapatnam

5 Agriculture University at Srikakulam

6 Medical University along with 1000 bed hospital at Eluru

7 Shipping harbour at Machilipatnam.

8. IIM at Kakinada

9. Three IT clusters – one each at Vizianagaram, Gudivada and Vijayawada

10. Tourism centres at Araku in Visakhapatnam, konaseema in East Godavari district, Bhavani island at Vijayawada

11. One agriculture polytechnic college at each district headquarter.

The decentralised development in Greater Rayalseema State

Decentralised development of Greater Rayalseema

Decentralised development of Greater Rayalseema State

1 State capital at Kadapa -The capital shall have assembly building, Secretariat building, Governor’s building, MLA quarters and multi storied buildings for all Government offices and corporations, Guest houses, seminar halls, and employees’ quarters.

2 An international airport at Nellore

3. High courts at Kurnool

4. Agriculture University at Anantapur

5. Medical college along with 1000 bed hospital at Nellore

6. IIT at chittore

7. IIM at Tirupati

8. Special Economic zone and Industrial parks in Prakasam district

9. Two shipping harbours – one each at Dugarajapatnam (Nellore district) and Ramayapatnam (Prakasam district)

10. IT clusters at Nellore, Tirupati and Kurnool

11. One agriculture polytechnic college at each district headquarter

That means, in each State, there will be more developed zones or cites with colleges, hospitals and other facilities located at different places. All people in the State will have access to all services at a short distance. There will be uniformity in development and employment opportunities throughout the State. The cost of living will be more or less equal anywhere in the State.

If we agree to the formation of Andhra State it will be a tribute and honour to the people who sacrificed their lives in the agitation for separate Andhra State in 1972.

Disadvantages of concentrated development that we have seen so far.

1. There will be difficulty in providing basic amenities for all people.

2. Increase in pollution levels in metro cities creates health problems.

3. With increase in density of population per square kilometre, it will become difficult for many people to have their own homes.

4. Transport problems increase. Governments will have to spend huge amounts on roads, flyovers and metros which are non income generating assets.

5. Health care services will be concentrated in one area. People from rural areas will have to travel long distances and spend higher charges to get medical facilities.

6. Migration from rural areas to urban areas increases.

7. Money earnings, savings, spending and circulation will not be uniform throughout the State.

8. Educational institutions will be concentrated in one area and quality education is not accessible to all people in the state.

Now people from Andhra and Rayalaseema regions do have to travel long distance by spending a lot of time, money and energy to go to Hyderabad for all official works. If  Andhra State is formed, we will have  High court, I.I.T, International airport, film studios, news channels, educational boards, etc., With the formation of Andhra State,  people from any part of this state can go to State capital at Rajahmundry for any official work in the morning and return back in the same evening. With the sanction of PCPIR with an investment of over 3 lakh crore rupees  the entire State will be on the track of faster development. Since the formation of Andhra Pradesh State on November 1 1956,  thousands crores have been invested in Hyderabad while neglecting Andhra cities like Visakha, Vijayawada, Guntur, Kakinada Etc., and the entire Royal Seema region was neglected.

If there are 9 Hindi speaking states in India, why we are opposing three Telugu speaking States?

If Andhra Pradesh is divided into three States, administrative wise, it will become easy for the three State Governments to meet every need of the people.

It will become easy for State Governments to monitor welfare schemes, health care services, and educational services and it is also easy to check law and order problems in smaller States.

Planning and implementation of development schemes and infrastructure projects will become easy in smaller States.

It is well known fact that smaller States are developing more rapidly than the larger States.

Elections can be held on single day in the entire State if it is small.

My suggestion is that India should have 50 States with population of less than 3 crores in each State.

The U S A, with population of 32 crores, is having 50 States.

There are 230 countries in the world with population of less than 9 crore people.

Make Rajahmundry the capital of future Andhra State
